Section Head – PMO (IT Governance)

Job Responsibilities
- Establish, implement, and enforce standardized PMO governance (processes, templates, stage-gates, and metrics) to ensure consistent project delivery and auditability.
- Monitor and track major IT projects under PMO governance and directly managed PMO portfolio, ensuring disciplined reporting, risk/issue/action management, and timely submission of documentation across the project lifecycle (initiation, implementation, closure).
- Drive service level performance by ensuring projects and PMO deliverables are completed within committed timelines; proactively identify slippages and drive recovery plans with project managers and owners.
- Partner with project managers and stakeholders to remove blockers, resolve issues timely, and improve overall portfolio health (RAG) for IT Committee Meeting (ITCM) reporting.
- Coordinate and support governance forums (ITCM and IT PMO meetings), ensuring projects are presentation-ready, documentation is complete, and approvals are achieved efficiently (including first-pass readiness where applicable).
- Conduct project harvesting audits and application portfolio optimization with project managers and project owners; prepare findings and present outcomes for ITCM review and acceptance.
- Plan, administer, and monitor the annual IT survey to drive participation and track satisfaction results; recommend and track improvements based on findings.
- Lead PMO transformation through innovation and automation to improve efficiency and measurable operational cost effectiveness (e.g., simplified/digitised PMO documentation, automated reminders, improved dashboards and reporting).
- Integrate ESG risk considerations into PMO project/policy assessments and ensure evidence of assessment is captured as part of governance requirements.
- Provide advisory support to IT project managers on PMO policies, procedures, governance requirements, and practical application of delivery methodologies (Waterfall/Agile/Hybrid).
- Run cadence meetings and workshops effectively (ITCM, ITPMO, refresh, and project governance sessions), ensuring strong facilitation, clear action ownership, and follow-through.
- Based primarily at Wisma Genting with occasional travel to Genting Highlands as required.
- Implement and operationalize a Project & Portfolio Management (PPM) framework, including project and application prioritization to support investment decisions.
- Strengthen cost governance by establishing cost tracking and reporting metrics (including cost variance analysis) and ensuring consistent financial visibility for the PMO portfolio.
- Implement portfolio-level risk analysis and escalation practices, with clear ownership, mitigation plans, and governance cadence for material risks.
- Build and maintain a project lessons learned / knowledgebase from harvesting audits and closures to drive continuous improvement and reuse of best practices.
- Enhance project reporting and analytics via standardized reporting templates, real-time dashboards, and data quality controls to improve decision-making and reduce manual consolidation effort.
- Lay foundations for an AI project management framework (guidelines/methodology for AI initiatives from PoC to operational) and readiness to adopt predictive analytics for early risk identification.
Job Requirements
- Bachelor’s degree in Information Technology, Computer Science, Business, or a related discipline.
- Min. 10 years working experience of which at least 5 years related experience in PMO / Project Management
- Project Management Professional (PMP) OR PMI-PMOCP, PMI-CPMAI is preferable
- Relevant experience in IT project management and/or PMO governance, including project lifecycle controls, documentation standards, and delivery assurance.
- Hands-on experience supporting governance forums (e.g., steering committee / IT committee) including status reporting, pack preparation, and meeting minutes/action tracking.
- Working knowledge of project management methodologies (e.g., Waterfall, Agile, Hybrid) and ability to translate standards into practical templates and guidance.
- Strong stakeholder management skills with the ability to work across project managers, project owners, and senior governance committees.
- Strong analytical and reporting skills; able to define metrics/KPIs and communicate project health, risks, and issues clearly.
- High attention to detail and disciplined follow-through to ensure documentation and compliance timelines are met.
- Willingness to be based at Wisma Genting and travel occasionally to Genting Highlands.
