Job Title: Assistant Manager, Development Procurement
Department: Group Centralised Procurement
Reports To: HOD / AVP / Manager
About the Role
We are looking for an Assistant Manager to join our Group Centralised Procurement team. You will manage procurement for development contracts, goods, and services, from tendering through to contract award and administration. You will work closely with consultants, development teams, finance, and suppliers.
Key Responsibilities
• Manage end-to-end tendering processes in line with approved procedures.
• Evaluate tender submissions and recommend awards that deliver the best value.
• Prepare tender reports, contract documentation, and Letters of Award (LOA).
• Use the ARIBA system for PR-PO approval and LOA issuance.
• Oversee tender invitations, collections, earnest money, and tender closing.
• Support procurement training, ISO compliance, roadshows, and sharing sessions.
• Ensure compliance with sourcing policies, governance standards, and legal requirements.
• Identify and pre-qualify new suppliers to secure competitive pricing.
• Manage contract awards, contract administration, and user inquiries.
• Maintain proper filing and a clear audit trail.
• Liaise with Development and Finance on GIRTP-related matters.
• Continuously improve processes and SOPs with good governance.
Qualifications
Essential:
• Degree in Quantity Surveying, Business Administration, Supply Chain, or a related field.
• Or a diploma in QS or Purchasing with at least five years of procurement experience in large organisations.
• Proven experience in strategic sourcing, contract negotiation, and supplier management.
• Strong interpersonal, communication, and negotiation skills.
• Meticulous, analytical, and well-organized with leadership qualities.
• Excellent written and spoken English.
• Good working knowledge of MS Office (Excel, Word, PowerPoint).
Preferred:
• Experience in Hospitality, FMCG, Engineering, or Utilities.
• Hands-on experience with SAP, ARIBA, or SAS.
• Procurement certification (e.g., CIPS, CPSM).
• Experience in technical purchasing or resort repair and maintenance.
