KEY ACCOUNTABILITIES & RESPONSIBILITIES

  • Assist Manager on the entire process of procurement for Development contracts.
  • Assist Manager to determine the best deals for the company.
  • Assist in tendering process with adherence of the approved tender procedures and process.
  • Assist in contract award and contract administration.
  • Assist in developing processes and SOP with corporate governance.
  • Assist in sourcing of potential new suppliers.
  • Assist to manage inquiries and user rapport.
  • Communicate with various parties involved to keep them informed and updated.
  • Ensure compliance with applicable company policies.
  • Ensure a clear audit trail of activities is maintained with proper filing / record keeping.
  • Maintain GENM interests in tender process / tender awards / negotiation process.

 

BASIC FUNCTIONS

Pre Tender

  1. Assist manager to liaise with Consultants & Development Team pertaining to up-coming tender.
  2. Assist to verify with Consultant & Development and checking the input on the Procurement Form in relation to the project title, trade of works, tender documentation fees, earnest money, tender duration & process timeline, etc.
  3. Assist to verify pre-qualification is carried accordingly with the approved criteria.
  4. Assist to source new suppliers / vendors and pre-qualify accordingly.
  5. Summarize the pre-qualified tenderers for Finance Department’s approval.
  6. Assist to manage Tender Invitation & site visit.
  7. Summarize the overall tender status & update.
  8. Checking and supervise the works of Executive (PO).

 

During Tender

  1. Coordinate, monitor & assist to manage tender process according to the approved SOP.
  2. Follow-up and attend to tender query & answer with Consultant/GPSBB.
  3. If anticipated tender submissions would be less than 4, report to Manager for direction.
  4. Assist to manage tender process (Addendums, query & answer, submission, etc.)
  5. Manage filing records of the tender process along with keeping of Tender Document Fees.

 

Tender Closing & Opening

  1. Attend and witness tender opening for value > RM 5 million.
  2. Monitor and liaise with Consultant with regards to Tender Clarification, Tender Report and Presentation.

 

Tender Clarification/Interview

  1. Attend post-tender clarification meeting with PO, and coordinate with PO on the closing / tenderer’s reply into the tender deposit box and filing records accordingly.

 

Approval, Award & Contract Documentation

  1. Review, verify and comment on the Tender Reports & presentation slides as prepared and submitted by the Consultants.
  2. Assist Manager in the preparation of the Letter of Award (LOA).

 

Others  

  1. Working closely with Development & Finance for GIRTP and provide necessary suggestion and recommendation if any.
  2. New job functions and duties that may be assigned from time to time.

 

Requirements:

  • Degree in Quantity Survey or equivalent with minimum 5-8 years relevant working experiences
  • Past involvement and experiences in the tendering and procurement (development) would be an added advantage
  • Resourceful with market knowledge and able to recommend new qualified contractors to participate in the tender
  • Able to work independently with minimum supervision
